There is a growing need to understand the role cities play in economic dynamics which will make urban centres an attractive place to locate new businesses. Urban innovation emerges in the intersection of local development policies, the power of creativity of people and the emergence of new forms of work, networking and spaces. The startup genome needs an urban ecosystem to succeed as geography still matters. Urban centers are places where new initiatives may find many more opportunities for social interaction and ideas hybridization among companies and professionals from other fields. all this allowsserendipity and accidental innovations, proximity and concentration, access to a more dynamic and versatile environment and, in general, closer involvement in the diverse and complex city life as agent provocateur of new ideas and solutions.

They must give importance to social, collaborative and grassroot processes now that big investment projects currently cannot be part of the agenda. It is a time for the imagination. It is s time for limited resources with more creative action, it is a time for case-by-case solutions instead of pretentious long-term planning. Over the years there has been an accumulated wealth of experience and knowledge on how to address tactical interventions in cities with a more adaptive, suitable, creative and participatory approach. It is a matter of raising the shutters and tearing down the fences, exploring and testing to see if there is something that can be done on sites and in buildings apart from waiting for better times to come.

The intelligence of cities is on the streets. We need to  design smart technology from a user-driven innovation process and to deploy new technologies considering local needs and from a bottom-up perspective in which all urban knowledge disciplines take part and real life situations are consideredThe real intelligence of cities lies is in the almost miraculous, unstable, spontaneous order of city life. The social relationships between people generate the functional intelligence of cities. Imperfect, conflicting, disastrous at times, always open to improvement. Technology only facilitates certain processes, and the logic of collective life will defeat any attempt to implement systems that exceed the required level of sophistication. The technology which gives intelligence to the city and makes things work is invisible and has to do with diversity, reciprocal trust, finding another or the ability to appropriate and build the city together. Technological determinism inevitably collides with the unpredictability and complexity of urban life if technologically sophisticated top-down strategies are employed at a time, furthermore, of budget constraints for local authorities.
